Wasp nest. Look carefully and you can see the whole cycle from tiny white eggs (photo bottom), to brown larvae (middle), to a large white pupa crawling out. The cells that are capped at photo top contained 2 ready-to-be-‘born’ adults and immediately crawled out with an attitude when I removed the top of the cell! Giant red and yellow wasps!
